Devs from Respawn have previously confirmed that players are guaranteed to get at least one Heirloom within 500 Apex packs, but there is no pack counter built into the game.

One of the rarest items in Apex Legend is the Heirloom. Heirlooms are special melee items for specific Legends in the game that can be unlocked through opening packs. If players get lucky enough, they can get an Heirloom for their favorite legend without spending any money.
Respawn has clarified that players will get at least one Heirloom between 1 and 500 Apex packs. However, the number is randomly generated, and there is no way of knowing when a player might open an Heirloom.

Fans Request an In-game Apex Pack Counter
Although the players are aware that they would earn an heirloom for every 500 packs opened, there is no way to track how many packs they have unlocked in their lifetime.
There are various third-party websites where you may manually enter the numbers to see how many packs you’ve opened. However, keeping track of each pack is difficult, and the outcome is nearly always wrong. As a result, many players find it frustrating.
For a long time, Apex Legends players have been asking Respawn to add an option where players will be able to figure out the actual number of packs opened so they can see the progression for Heirlooms.
As of now, developers from Respawn have not addressed the issue. It is unknown whether they’ll ever add a pack counter in the future.
